I just have a hard time believing that D-Dore would say, "Oh, Prof. Snape
believes Harry is mistreated. How could I have missed that? Let's change it!"
The notion that D-Dore didn't know is absurd, flat out. But, the idea that
Snape convinced him to change it is worth investigating, even though I think it
is ultimately wrong.
In years past, I think D-Dore didn't want, or wasn't able, to commit the
resources necessary to actually threaten the Dursleys and if you look at the
progression of the books, since the low point when they put bars in his
windows in CoS, his lot in life has steadily improved at the Dursleys,
compared to what it was.
He's got his own room, free use of Hedwig, access to his supplies, and free
run of the neighborhood.
D-Dore, I believe, saw that Harry had lost the closest thing he had to a real
parent - and deep down, no matter what he says about Snape, blames
himself more than anyone else for that death -- and just had the weight of the
world thrown on him with the prophecy.
The last thing he needs is to be yelled at and made a galley slave by Vernon
and Petunia, especially since he knows he really can't run away.
And now that Dudley has seen Dementors, Petunia has gotten a Howler and
Petunia has revealed she knows a bit more about the Wizard World than we
thought, perhaps D-Dore isn't as worried about secrecy as he was.
I will agree that Snape might have said something to D-Dore about the
memory he saw. I just have a hard time believing that D-Dore didn't know
already AND that Snape's views on the matter changed his mind about Harry
and Privet Drive.
