I agree with you that Dumbledore knew about Harry's plight on Privet 
Drive, but, for the greater good of his plan to keep Harry alive, 
allowed the Dursley's actions to continue.  I also agree that Snape's 
views didn't have an influence on the actions of  Arthur, Moody, etal. 
when they threatened the Dursleys at the end of the book, because I 
don't see Snape telling Dumbledore about them at all.

I see Snape as being very closed about the whole incident.  Now, he 
must have had a discussion with Dumbledore to account for his refusal 
to teach Harry further, but I don't see him divulging the details of 
Harry's memories.  Even with all the animosity Snape feels toward 
Harry, I believe he would not violate Harry's memories by passing them 
on, even to Dumbledore.

Also, I do not believe Snape would feel the need to lighten Harry's 
suffering.  After all, Snape endured and survived.  I just don't see 
him going soft on Harry, even if he has acquired some new insight into 
Harry's circumstances.

Thus, I still hold that the reason for Arthur, Moody, Tonks, and 
Lupin's threats to the Dursleys was the treatment they witnessed last 
summer when on guard duty (and additionally, Arthur's knowledge from 
what Ron has most likely told him in the past).  I also think that they 
are doing this on their own, perhaps with Dumbledore's okay, but not at 
his request.
