Actually, I found that to be one of the most charming and hilarious 
moments of the book, showing that when magic gets "automized" (it's 
clear that it's not really a witch at the other end of the 
telephone, but some kind of recording instead), funny things 
happen.  Just like in the Muggle world, things don't always work 
perfectly in the magical world.   I LOVE the badges that say "rescue 
mission" on them!  Do you think they put them on?

Louisa, I just re-read that part last night, and also thought it was 
one of the funniest moments in the book!  I love how JKR puts these 
moments of levity in even the most stressful situations!

To me, it seemed to be making fun of beaurocracy and 
government...the fact that a place as important as the MoM has an 
automated receptionist, and this leads to just about anyone being 
able to get in!
