OOP: Wands and smelting sticks

(Also repeating because of the lacking header. Sorry about that, and 
thanks to the ops for the correction!)

The Smelting Stick is sanctioned by the school, and that makes a big 
difference. We're invited to laugh at it, because it's Uncle 
Vernon's idea of higher education. Students are encouraged to use 
the Smelting Stick, so who could blame them if they did?

On the other hand, Hogwarts subscribes to no such theory. If Sirius 
and James had been caught they would've been punished. So they knew 
what they were doing was wrong, even if only by school policy. I 
think that makes a difference.

Regardless of school policy, bullying is bullying. Until I get 
further evidence, I'm considering Sirius every bit as bad as Dudley.
