I had a sudden memory of the scene in PS/SS where Dudley is 
showing  off his new Smeltings gear including the Smeltings Stick, an 
official bit of the uniform used by Smeltings pupils to hit each 
other - part of the character building experience at Smeltings.

Is that so morally different from the (mis?)use of wands here in 
OOTP?
