Or, could it be a sort of "last hope?" The last chance to defeat Voldemort. If the prophecy is correct, as Dumbledore interprets it, then the wizarding world's last hope is for Harry to kill, or vanquish, Voldemort. Dumbledore is rarely wrong Quite frankly, the only times he has expressed regret about his own actions were things he was doing to try and protect Harry. So I think his interrpretation of the prophecy is probably correct.
Anyway, could Dumbledore have revealed part of the prophecy to Petunia? At least enough that she knew if she didn't take him in and protect him, the world may be a much darker place?
