Ha! I've wondered the same thing myself. And remember in GoF when
there was that old guy who didn't want to wear trousers because "he
liked a healthy breeze around his privates"? 

I think I'll assume that they put their robes on over their clothing,
then take their bottoms off while they have their robes on. Also,
there might be a bathroom on the train (I'm not sure but I *think* I
remember some mention of one) and maybe they use that to change in. 

It seems like though that it would get awfully chilly wearing just
robes and no trousers underneath them in the winter. Brrrr!
