I wonder if this is something that has changed over time, that in James' day they didn't wear clothing under the robes, and now in Harry's time they do. Or, maybe Snape didn't always wear clothing under his, and this was part of the reason they thought it was so much fun to turn him upside down. Remember, the day in the memory was after exams, in June, maybe it was a hot day and Snape opted to wear it that way, but it wasn't always worn like that.
