DING ! DING! DING! I think we have a winner here, folks. It has 
struck me also that Percy doesn't seem to relish power (has he ever 
used his position to WIELD power) but to advance and be important 
(he HAS used his position to "suck up to superiors" and establish 
himself as both indispensable and on a fast career track...I can see 
him now going through a crowd of wizards saying "Make way, make way, 
I'm the Assistant Chief Deputy Assistant Weasley!"

He seems to want to be MoM just to _BE_ the MoM not to do anything 
with it. If his family's views, in his eyes, interfere with 
that...then he will sever ties with them. Notice he wrote a note to 
Ron (a supercilious note, to be sure) which means he wants--on some 
level--to return to a normal family situation, but he is not willing 
to sacrifice his career path therefor.
