I don't believe that Percy is under the Imperius curse. I think JK 
Rowling has been setting up for some time for us to expect something 
like this from Percy. Percy's behaviour at the International 
Quidditch championships, I always thought, betrayed more relish at 
the idea of extra responsibilities (and importance)than horror at 
the actions of the Death Eaters.

I don't think it is a drive for security, or even power that drives 
Percy, but a need to feel important. I feel like we are going to see 
much worse from Percy before we see his (hoped for) redemption.
