The only thing that I found weird in this situation is that this 
Evans should be a relative to Dudley, after all Petunia's maiden name 
is Evans and for the age of this Evans, if Petunia is related to him, 
she should be her aunt or the cousin of Evan's dad.
You are right, JKR never put things like that without a hole history 
behind it
