I'm speculating that at this point in the story, Umbridge has really lost it
- the use of "crucio," Snape on probation, admitting that she sent the
dementors on Harry.  It wasn't about the "quest" or the MoM anymore -it was
about power and control - she was off her rocker - way off at this point.
