In a sense, Percy has struck me as being the Anti-Harry. HP has 
(OFTEN!!) made rash and impulsive decisions that are clearly 
detrimental to his self interest. Not so Percy. He is probably one 
of the most calculating and goal oriented characters in the books. 
His attitude right now seem to be geared specifically towards career 
advancement, come what may. Not so much for teh sake of power, but 
for the sake of, it'd seem, importance and authority.
