What is power if not being important and having authority?

I doubt any reader will argue that Harry has not been reckless and
impulsive.  Up until now, he's been given very little information
on things, and had to go with his gut.  And he's been right.  Once,
may be just chance.  Twice may be fluke.  But we haven't seen Harry
in the wrong yet when it comes to Voldemort.  When the most respected
wizard of an age asserts that Harry is right, who is Percy to say
that, no, the old man's just wrong?  What experience does Percy 
or Fudge have with Voldemort that Dumbledore or Harry don't have?

Instead, Percy goes with Fudge.  A politician. A politican who got 
the job only because -- that's right, Dumbledore! -- declined the 
position.
