ANOTHER THOUGHT:
Remember in the book where ron is telling Harry about Percy's big row 
with their parnets, where he says something to the effect that Mr 
Weasly has no ambition and that is why he doesn't provide well for 
his family..  This leads me to believe that Percy has had a problem 
with his family's lack of money as Ron ahs previously.  He is 
resentful of the hand-me-downs, and other people size him up based on 
that.  Remember the scene from COS in flourish and Blots--the 
confrontaiton with Lucious.....  To me this supports my S.U.P.I.N.E 
view!
