OOP Percy is Not Evil

I feel sorry for Percy.  He has had made a huge mistake.  He is lucky 
his parents will forgive him, probably already have, if he would just 
say anything to them.  

Percy is the middle child between two successful older brothers and 
two very funny younger twin brothers.  I think he is trying to 
distinquish himself from his brothers.  I think Ron is probably the 
only sibiling he can vaguely understand, which is why he wrote the 
letter. I find it hard to believe his true feelings were stated in 
his letter but rather what he thinks the MOM would want to him to 
say.  Did Percy attend Hogwarts while Charlie was a student?  That 
could be insight to his character.

You are right, Percy is in no way going to admit he was wrong for 
siding with the MOM. He might place the blame for his decision on 
Fudge (doubtful), the lack of evidence, or the Daily Prophet reports. 
Rather is decission was right just based on the wrong information.  I 
think it depends on how the MOM reacts to the events in OoP.  I think 
Percy will know his parents are right but will keep to himself unable 
to let go of his ambitions but in the end his family will win.  I 
don't think something tragic will have to happen, Percy might take to 
long and the worst will happen before he can do or say anything.  I 
don't think he will ever join the Order, but will render aide.
