It makes a bit of sense - it prevents those in power with a vested 
interest in taking advantage of situation.   

I'm usually in favor of giving the benefit of the doubt to the 
author - and being wide-minded on the possibilities.   To the point, 
the whole thing doesn't always need to be explained in Canon.

A totally reasonable explanation in my mind is that Percy was a 
Griffindor, and there may be some ability to take points from one's 
own house.  Where a Slytherin would not have that power - the power 
to change the balance of the points in his house's favor.  

(if so, could a slytherin *give* a griffindor points?  Yes, his head 
would explode, but still.... ).  :)
