Just because Arabella is a squib does not mean that she is useless to the order. In fact, she has proved herself quite useful, in protecting Harry as well as she could and, more importantly, keeping an eye out for him and being a witness to the events that unfolded with the dementors.

Dumbledore is just cool like that. He does not discriminate on anything, yet he finds something useful for everyone, whether they be a former death-eater, a werewolf, a convicted fugitive, or a squib.
