When I read the prophecy, and then Dumbledore's explaination of it,
the one Voldemort chose to attack is the one he considers his equal,
and therefore the ONLY one who would be marked, scar or otherwise.
The wand chose Harry because of that connection, and by inference, if
Neville had been attacked, the wand would have chosen him, and Harry
most likely would have one similar to his parents, and of course, he
wouldn't have a scar.

Because of Voldemort's incomplete information about the prophecy,
Harry is the one who is "destined" to fight and either win or lose.
Neville is excluded from this because he was not attacked. It is one
or the other, in this case, it is Harry and not Neville.
