As I read that chapter and Hermione tried desperately to get Harry to
leave, the thought came to me 'Gateway of Lost Souls'.

Note what this room looks like; it is an auditorium, not a science
lab, so I doubt that this is a place where the Department of Mysteries
is studying death. I think this is the Execution Chamber, or at least,
it was when the Wizard world had the death penalty. So, Sirius is
truly, totally, and completely dead.

The wizards have created a gateway to death, a doorway to the other
side. There is no dying, only life and death; life on this side, death
on that side. Since the barrier between the two worlds is thinnest at
that point, we can hear the murmurings of the souls in the afterlife.
But thin as it is, it is still a barrier, and souls living or dead can
not and do not cross back and forth at will.

Just a thought.
