I don't know, during some of her worst moments I just expected for 
her face to fall of and Voldemort to be right there. Hard to judge 
though. She could just be an example of the consequences of 
general "Fudgishness" of MoM taken to its fullest degree. 

Still, interesting speculation. Supposedly Fudge controlled the 
dementors, then we found out they (all or some?) had gone over to 
Voldemort. So, under whose auspices did Umbridge send them?
