I'd hardly say he was as bad as Draco as prefect, judging from the
small sample we have. After all, we don't see Lupin cast hexes on
people, spouting off slurs on peoples ancestry, and taking points off
other houses for no reason.
What we do see is him staring fixedly at a book that he has obviously
not reading (he originally was reading it, but when they start picking
on Snape, his eyes are no longer moving on the page, and he has a
frown line on his forehead), trying to pretend he isn't there so he
doesn't have to take points off from his friends. From what he says
later, he obviously regrets not having the courage to stand up to his
friends (as Neville did in PS...).
This seems a lot closer of a parallel to Ron's behavior as prefect,
letting Hermione talk to Fred & George when they are having 1st years
beta-test their products, and avoiding Fred & George when he knows
he'd have to put a stop to their antics, then to Draco as prefect in
5th year...
