My take on this is because Dumbledore needn't kill Voldemort to 
seriously interfere.  Look at the beginning of the series, Big "V"
isn't even corporeal, having to subsist through the posession of
others to exist at all.

Dumbledore, as a very experienced and powerful wizard, undoubtedly 
knows of, or can discover, ways to incapacitate Voldemort until 
Harry is ready to finish the job.  If Dumbledore did that, it'd be 
as good as  killing Voldemort -- Harry would be simply doing the 
coup de grace.

Voldemort must continue avoiding Dumbledore, because he doesn't want
to risk having to rebuild his power and organization again.  As it
is, he's still working on gaining his full powers.
