Harry has gained very much from his 5th year.  He has gained 
knowledge.  Repeatedly. Perhaps your expectations were too high.  The 
entire book presented the nightmare of the MoM denying the return.  
This entire book was focused upon providing information for the 
Wizarding World.  Information and knowledge to HP also.  From the 
very beginning of the book, to the end, Harry gained knowledge and 
information and passed it along the best that he could.  What I found 
interesting was how he decided not to pass along his newfound 
knowledge about LV and himself to RW/HG.  Perhaps he is making the 
same mistake that DD admitted to HP.  I know this is not what you 
want to hear, but I feel that it is the best answer for your 
frustration.  Besides, if you don't feel that announcing LV's return 
is significant, make a list of the complications and tragedies 
resulting from the Wizarding World being kept in the dark . . .

No Dumbledore at Hogwarts?  I don't think so!!
Dumbledore on the run from the law like Sirius?  No Way!!
Voldemort running the school through the Death Eaters (MoM)?

Remember, the pen is mightier than the wand!!!  Hope this helps. . .
