I don't believe Rowling follows any specific "formula" for who will 
live and die -- her books take for too realistic a view of war for 
her to so simply stack things so in the favor of those who are not 
pure-blood. As well, Voldemort is not an "exception": he's of 
muggle/wizard heritage, himself.
