Interesting thought, Beth! I suspect that the Weasleys may have been 
involved, but not directly. Whether this is because of their family, or 
whether Arthur was involved but not Molly (with or without Molly knowing 
it... hm, that would make for an interesting theory, Arthur involved in the 
Order the first time around and Molly not knowing), we can't be sure.

Maybe Harry moved on before Moody got a chance to show him Arthur in the 
picture, or maybe Arthur simply wasn't present when the picture was taken.
