That's a little bit unfair on Percy. Don't forget he's a very young man at
the start of a career which he's set his heart on. In his first year, he is
manipulated into doing his boss's job and apparently does it so well that no
one really notices Crouch's disappearance. He's given a second chance and
seems to be doing what's expected of him pretty well

Remember the investigation after Crouch's death. Percy came within a whisper
of getting the sack at best and facing criminal negligence charges at worst.
Instead he got given a second chance. But that investigation is going to
hang over him for a very long time. _Nothing_ is going to make him step out
of line at the Ministry for a good long while

That's a bit cruel too. Remember how Percy idolised Crouch? He feels
responsible for Crouch's death and desperately doesn't want to stuff up
again.

I see Percy as being a huge bundle of pride, resentment, guilt, and dignity
at the moment, and it's going to be a long time before he can mend fences
with the family again, even though the Ministry now accept Voldemort's
return.
