Hi all!

It just might be that Arthur wasn't in the Order at the time the phtotgraph
had been taken but might have entered shortly afterwards... remember they
had kids at that time... would you endanger your whole family just like
that?
It might also be (additionally) that he must had been persuaded first and
another thing: they are pureblooded as Sirius mentions, so when did they
change their mind? (Ron or any other child never speaks of grandparents when
I remember right).
