Too true, I could not agree more.  Plus, the gleam of triumph could 
be because Dumbledore knows this will help his cause. If he 
thinks he (V.)can now touch Harry so easily, V. is not likely to go 
into hiding but is likely to pull his troops together, start 
converting new followers, i.e.: giants and dementors, and even 
attempt to infiltrate MoM or go after Harry.

All of this was happening while Harry waited and waited at the 
Dursley's we just did not know it until later as the story unfolded.  
Plus Harry had to wait their because of the true "Evans blood" "place 
you call home protection".

Dumbledore was probably hoping that V. would be so confident that he 
would make mistakes or show himself and his followers to Fudge so 
Fudge would believe him-and he (Dd) would not have to take on the 
ministry, too. Thus the gleam of triumph was because they 
took a big step toward "proving" to everyone V. was back.  (I know, I 
know, a big leap-but maybe the right one?)
