Yes, but this isn't a case of Harry being the runner-up. It was a tie.
They both touched the Cup at the exact same time, regardless of
circumstances before or after, so therefore it was a tie. It's not
terribly unusual in the case of a tie where one winner dies to award the
entire prize to the surviving winner, especially in this case where
Cedric's heirs (his parents) seemed to agree that Harry should keep the
money.
