Now try on the point of view of someone who doesn't believe that Voldy
exists and therefore, Harry and Cedric's trip to the graveyard didn't
happen.  We know that this is the opinion of at least one of the
judges.  So what officially happened?  The simplest and likeliest 
thing is that the two contenders fought near the cup and Cedric was
killed before anyone ever touched it, then Harry sat there for awhile
thinking up the story and finally grabbed Cedric's hand, then the cup.
 Cedric never touches it, so Harry is the only winner unless you
believe the graveyard tale.  The Diggory's or the Ministry accepting
the money from Harry would imply that they must also accept his
version.
