I disagree. I think taking the points is because he
*does* care about Ginny.  I think he was upset that
his brother would say something like that, believe
something like that.  But he's also trying to act like
it doesn't bother him, so he takes points for an
actual offense to retaliate rather than speaking out.

If anything, Percy seems a bit of a mother hen to
Ginny to me.  He made the twins stop making her cry
and he made her take pepper-up potion and acted like
an interfering big brother in general.
