We do not know for sure when Remus was bitten.  Perhaps it was well 
after they (the twins?)were born.  If the Lupin family is from the 
Duramstrong area, maybe they just figured they would send one son to 
the 'local' wizarding school and they figured the other one would not 
be able to go anywhere.  They might have been very surprised to find 
that Hogwarts would take their son and so they only sent the 
one "special" child to a "special school".
