Well, I have a speculation.  A number of the basic classes at Hogwarts seem to be grounded in theory as well as practice.  I imagine the "Magical Theory" textbook as a general textbook not specific to any one class. It seems like it would be useful in Charms class, Transfiguration class, and perhaps Potions as well.
