Who says he doesn't? While Snape makes snipy comments about the 
students, I don't recall him ever commenting on a specific teacher. 
Even Lockhart never got a vocal comment until Ginny was taken, just 
evil looks.

Also, the Kids don't give Snape the commentary openings that they 
give Minerva. Reporting that Trelawney had predicted Harrys death is 
bound to get a comment, no matter which teacher you tell. It might 
be interesting to know what Snape would have said.
