someone had tried to hurt them.  I also notice that she had no problems with
Vernon going to work, but stayed with Petunia the whole day.   Then again,
there were plenty of other wizards around Vernon's workplace.  Perhaps one
of them was there to make sure nothing untoward happened to him as well.

Me:  Two problems. First- She was pretty disgusted with the Dursleys and tried to talk Dumbledore out of leaving Harry there.  She didn't seem to be part of any plan and didn't know what Dumbledore was doing really.  Second-When Dumbledore saw her waiting there he chuckled to himself "I might have known."  In other words he certainly didn't expect her presence there so her being there was not part of any plan of his.  In fact, I'm not sure that McDougall is part of the anti-Voldemort group at all. She seems left out of anything important.  Huggs Becky
