Second-When Dumbledore saw her waiting there he chuckled to himself "I might
have known." In other words he certainly didn't expect her presence there
so her being there was not part of any plan of his. In fact, I'm not sure
that McDougall is part of the anti-Voldemort group at all. She seems left

As for the first part, I agree in that she didn't know she was there to
protect Petunia. I still say she could've been sent there ostensibly to
wait for him, not knowing the second part of her mission, since she does not
seem to be part of the "old crowd." I also agree she had no idea why
Dumbledore wanted her there anyway. Being smart, maybe she figured he would
want to know something about the people that lived there, and since she was
told to meet him there, she watched Petunia and Dudley all day. As to the
second, I did read it as him being surprised slightly to see her there, but
it could also be in reference to her being there as a cat instead of as a
human. He should've known she'd spend the day as a cat.
