I was a nuclear/biological/chemical warfare defense specialist in the 
US Army for 12 years, and we had just that sort of issue! The bottom 
line was that the offensive end of the equation was mostly a matter 
for research scientists and other rarified folk. Downrange, our 
mission was to teach the troops how to use gas masks and Geiger 
counters and things like that, and maybe lay down the occasional 
smoke cloud or flame minefield.
