Actually, I see your point, and this all makes sense to me.

I (personally) do also think that it's equally plausible that
expulsion was the only punishment given, on the grounds that even
Riddle (if I'm remembering correctly) implied when he was talking to
Hagrid in the memory scene that he knew Hagrid hadn't meant any harm,
and almost seemed to act as if he thought this assurance would get him
to cooperate more readily. It's possible (though by no means certain,
given some of what else the WW considers suitable) that Azkaban might
have been considered too harsh for a third-year (13-14 years old,
presumably) considered guilty of manslaughter/negligence rather than
intentional murder.
