Hermione's insistence that "you can't Apparate or Disapparate at Hogwarts" is 
based on information she got from HOGWARTS, A HISTORY - which is extremely 
humanocentric.  I don't think it even mentions house elves at Hogwarts - if it 
did, I don't think Hermione would have been so surprised to find out about them 
in GoF.

Humans can't Apparate/Disapparate at Hogwarts - but the magic of house elves 
is different, it would seem.
