All very true.
Once inside Hogwarts I think Dobby could zip around without much
trouble, but how the hell did  he get  there in the first place?

Apparating would be by  far  the most convenient method  but once 
again we ae stuck by not knowing if Elves are restricted in the same
way that wizards are.
Most unsatisfactory.
