As several people have pointed out, it's hard to keep an eye on your
friends if they're in a different house. Also, if Lupin were in
Ravenclaw, the Gryffindor boys would have needed their own prefect,
and surely either Sirius or James would have been chosen for the post.
(They had the grades for it, and the leadership abilities. James later
became head boy.)
