I don't think so. I remember the scene where Dumbledore arrives and 
departs in Privet Drive at the start of book 1, and there are no loud 
cracks at all... He is doing it silently as far as I remember. Maybe 
extra skilled wizards (and elves) may apparate/disapparate without a 
sound...
