Lupin has leadership qualities *now*.  Whether he had them in his 
school days is debatable, but if he had them and chose not to 
exercise them, it still constitutes him doing a lousy job as 
prefect.  Either way, more than enough grounds for Dumbledore not to 
make him head boy.
