Squibs verses Muggles

I have been wondering about this for a while. Just at what stage is a
squib considered a muggle, or not.

Then, I am reading SS, and come across this statement by Neville.

Chapter 7, Page 93

............... "Well my gran brought me up and she is a witch," said
Neville, "but the family thought I was muggle for ages..................

Now why would he say that instead of Squib?

Anyone?
