Er, I'm thousands of miles away from my copy of OOP. But isn't 
the wording "vanquish" not "destroy"?  "Vanquish" means 
means "defeat" or "gain mastery over" or "subdue completely" 
Voldemort knows he has  already been vanquished by Harry 
several times. As far as he knows, the prophecy says nothing 
about how he can be destroyed, and therefore he must fear that 
Dumbledore or the Aurors can do it.
