why then has the magical Prime Minister not been mentioned?  And why 
does Fudge have the title Minister of Magic, which gives him power 
over all magical affairs?  I imagine that Fudge used the 
term 'muggle' in this context derogatorily.
 We know that Fudge believes that Dumbledore, clearly Fudge's 
superior in every way imaginable, is essentially 'out to get him.' 
The impression I get is that Fudge believes that he is a master of 
the universe.  He won't concede that Dumbledore is his superior, I 
don't imagine that he would concede that the Prime Minister is his 
superior either.
