Siriusly Snapey Susan:
I've always like the idea that Muggles parents/guardians are given 
a "regular" post office address to which they can send mail & 
packages destined for their little witches and wizards, and that 
this one post office is run by someone--likely a squib--who, in 
addition to performing "regular" Muggle mail duties also has the 
means to send things along to Hogwarts.
