I think in looking for the deeper more meaningful explanation, people
have overlooked the /simple/ explanation. So, once again... I have a
theory...

We know what an intelligent and loyal bird Hedwig is, so I theorize,
that around Chistmas time, Hedwig takes it upon herself to go to the
Dursley's and pesters them mercilessly until they fork over some kind
of Christmas present.

The Dursleys, seriously disturbed by the incessant hooting and
pestering, and fearful of attracting the attension of the neighbors,
grab the first thing they can get their hands on, stuff it in an
envelop and send Hedwig on her way. 

Just a thought.
