Actually, Nearly Headless Nick says that the Bloody Baron is the only
one who can control Peeves. But I don't doubt that you're right about
Peeves being part of Dumbledore's extensive spy network, which
certainly involves all of the portraits and even possibly the suits of
armor. It's certainly preferable, IMO, to credit Dumbledore's seeming
omniscience to spies of all types (and some of those mysterious
instruments in his office) than to a time-traveling Ron who turns into
Dumbledore.
I would include most if not all of the regular staff members (not the
revolving DADA teacher, except for Lupin and the supposed Moody),
including even Filch, as part of the network, with Snape as its chief
member, prowling the halls at night as DD's watchdog; the portraits
(or their subjects), some of which can leave Hogwarts; the ghosts and
Peeves; and Dobby. For spy work outside Hogwarts, he has Snape again,
along with other members of the Order who either work at the MoM
(Tonks and Shacklebolt), can enter Knockturn Alley without arousing
suspicion (Mundungus Fletcher), or live right in Little Whinging near
the Dursleys (Mrs. Figg).
Anyone have other ideas about whom or what could be included in the
spy network?
